Land Use Act 1978 which gave authority to Governors of every state to determine how land was to be used has overridden that archaic 1964 land law. No cattle route in Nigeria as at now except a governor decides to create one.

Whether gazetted or not, the Land Use decree had nullify anything pre-existing law concerning land and vest all authority on the State Governors
