Mercenaries or no mercenaries, this is a sitting president we are talking about here.
There is no way this would have happened without the knowledge of presidents of most first world countries and their enforcers including the CIA. Remember, this is not the first time something similar happened in same country. One time a priest who later became their president was undemocratically removed from the presidency and certain countries/democracies were responsible for that.

Also, of recent there has been a polarization of democracy. Some countries are leaning towards authoritarian regime to the anger of most first world countries/democracies. The murdered president is seen to be one of those leaning towards authoritarian regime. And most first world countries, especially the one you know wouldn't allow such to happen at their backyard while they still deal with China who is hellbent on challenging democracy as a sustainable form of government.

For all I know, the guys arrested could be a diversion while the men who carried out the killing could have been out of Haiti long time ago, chilling and sipping some freshly squeezed fruit juice in a different country. In one of the comments here, someone wrote something like.. shebi they killed Abacha yet until now, we still dey blame Indian prostitutes and the Apple he ate. (diversion)

Diversion as we may be seeing now with the recent arrests is also part of the initial plan/logistics in cases of murder of such high profile personality. Everything happening now is likely still part of the initial plan/logistics.
