you can be filled with the Holy Spirit without speaking in tongues.

There are several gifts of the spirit. Speaking in tongues is one of them. But it is not limited to speaking in tongues. To get the holy spirit is to genuinely connect to God and repent, confess and pray for forgiveness your sins. Then you ask to be filled with the holyspirit to direct your path going forward.
The easiest way is to request someone that is spirit filled to go through this process with you. The hardest part is staying spirit filled which can only be achieved by prayer and staying away from sin.

By prayers, by of course living a Holy life and by waiting on God.

By the Holy Scriptures, the Holy Spirit will not contradict the Holy Scriptures. So be a student of the Holy Scriptures and always revert back to the Bible after you "hear from God" to confirm whether those things are so. Isaiah 8v20.
Also know God more, the more familiar you are with God and His leading, the easier and better it gets.

Encounter with God is not set in stone in a particular formula, God is unlimited. Also there are different levels of encounter. Even Herod, Pharaoh and satan had encounters. Many people were thronging Jesus Christ in an encounter, but one woman was made whole.
The Holy Spirit is omnipresent so it's fairly possible for people to have encounters with Him. And by the way, every child of God has a measure of the Spirit of God. This is different from the Holy Spirit coming upon an individual. This is also entirely different from the Holy Spirit baptizing an individual. The baptism of the Spirit is accompanied with speaking in other tongues not previously learned or understood by the individual. After this initial filling, you have to "top up" and be filled or refilled. Just like we drink water every blessed new day. It is possible for some to retain or be given the gift of speaking in tongues after the baptism. Some others get other gifts.

you need the Holy Spirit to be able to discern God's message to you from your own personal thought on something. but it is not compulsory to speak in tongues, with or without the holy spirit for speaking in tongues is much of a gift of the Holy Spirit than a sign of the holy spirit in you.(according to 1cor 12) and it is diverse, to every man according to the will and grace of God

There two levels of the Holy Spirit :
1)
You get the Holy Spirit when you give your life to Christ and be born again.

2) BAPTISM OF FIRE
A) After given your life to Christ and you start to observe and follow the teachings of the Bible ,
B) You are also reading your bible regular and fasting at least twice a week ,
when you pray for BAPTISM OF THE HOLY SPIRIT which is also baptism of fire , you will receive it with or without evidence of speaking in tongues.

First thing to know is that God is Holy and cannot inhabit that which is filthy with Sin. Hence,the Spirit of God only inhabits individuals who are clean, Holy/Perfect aka without sin. Those who are without sin are those who through continuous submission and obedience(Knowing) to the teachings and commandments of Jesus Christ, the Truth, have been set free from slavery to sin by their knowing of the Truth and transformed in to Sons of God. Yes, Sons of God are Holy and capable vessels of the Spirit of God and this because they are free from slavery to sin - John 8 vs 31 -44.

The signs taught by Jesus Christ in Mark 16 vs 17- 18 which includes the speaking of a foreign tongue are, however, signs that follow those who believe in Jesus Christ, whether with or without sin. So speaking in tongues is not a mark of the presence of the Spirit of God but instead a mark that one believes in Jesus Christ.

The Spirit of the Almighty God is God Himself and those He lives on the inside of are aware of His presence. The Spirit Himself bears witness of whose one is and so on.

You mean, until the holy spirit help you to speak Hausa language if you are a Yoruba man you have not yet encounter the spirit?

Because what was clearly recorded in the bible was that, believers who were born Jews spoke other languages like Greek, Latin, etc due to the holy spirit, and that is what speaking in tongues was all about

Of course it does. The king had a dream he has never shared any one and called on spiritual people to tell him but only Daniel who was serving Almighty God was able to tell him the dream. Every other power apart from God trying to do that are just Spirit of divinition. Their method is just to summon and consults monitoring spirit who must have heard you speak your mind out to someone at one time or the other. The Bible says it's only the Spirit of God that can search and know the intents of our hearts. Spiritual literacy goes beyond school of theology, it's a gift of the Spirit.
