Even at that those companies have regional and state offices that have details of VAT from the state. If you consume beer in Sokoto, the distributor has detail of sales, so Sokoto can earn the VAT. Stop preaching what you lack understanding of. The constitutiom is clear, States are the responsible authority to collect VAT. Infact, Excise Duties will soon be challenged, same as Withholding and Education taxes.
