A vendor wants to sell monocrystal solar panel to me but I'm not convinced it's brand new.
How do I identify a foreign used panel from brand new.

Personally I use Wire/cable stiffness to judge. Power cables that have energized a load are usually slightly stiff while unused cable are a lot more flexible.
