That's the problem with a criminal mind..
He never sees the end of the road, he always thinks there is a bend ahead to turn.

You don't sue someone for a criminal offense.

If you catch them, you take them to the police.

You don't need the constitution to know the difference between sue and charge

You press charges against someone you feel has committed a crime. The case is heard in a criminal court.

You bring a lawsuit against someone who has done you a civil wrong. The case is heard in a civil court.

Stealing is a criminal offense. You press charges, you don't bring a lawsuit.

Some civil cases may become criminal or may contain criminal elements within them. For example, fighting over a land is a civil matter. When one of those fighting starts threatening the other with death, the person being threatened can press charges of criminal threats against the person threatening. The case will then be heard in a criminal court.

Civil cases don't contain crimes ultimately, and no one goes to jail. The police are not involved either.

Stealing is a criminal offense.
