Let me break it down to you in a layman level.

Isreal is a Nation,we have Ethnic Jewish and in there we have 12 tribes in Isreal (including ones who haven't been included).

Tribes are people who are closely related by bloods common dialect(most be mutually intelligible), tradition etc.
Ethnicity are those who share same ancestry language (albeit different dialects/sometimes mutually untelligible).
