1. That is all explained in the book if you actually would take time to read through it for yourself rather than thinking it is only there for you to mine it for random verses you can maybe use against Christians.

2. That passage clearly tells you that book of the Law which you quoted from was given by God to those who are descended from Abraham, Isaac and Jacob aka the Jews - Deuteronomy 30 vs 15 - 20 - and the details of the Law is written in Exodus, Leviticus, Numbers and Deuteronomy.
