What happened in this case is an assumption, It can be termed sexual harassment in court but the penalties won't even be up to 10,000 dollars if judged because It is was a case of assuming an Extra service of a masseuse therapist instead of explicitly stating it. He obviously payed her not because of court cases but he doesn't want anything tarnishing his work.
