This is one of the scourge of soundbite Christianity as preached by Pastors and mog. They conveniently ignore important context of what is written in scripture so they can instead teach their lies to decieve multitude with.

Paul, in Romans 10 marked out clearly the audience of his message.

1. Brothers and sisters, what I want most is for all the people of Israel to be saved. That is my prayer to God.
2 I can say this about them: They really try hard to follow God, but they don’t know the right way.
3 They did not know the way that God makes people right with him. And they tried to make themselves right in their own way. So they did not accept God’s way of making people right.
4 Christ ended the law so that everyone who believes in him is made right with God. - Romans 10 vs 1 - 4

It is the people of Israel that the Old Law of Moses belonged to, and for them alone, this through acceptance of Jesus Christ, will their relationship with the Old Law be termed "ended" to then begin anew in God's New Covenant, Jesus Christ.

Those who will call on the Lord as written of Joel are linked to Mount Zion and Jerusalem, not other nations or parts of the world.

32 And everyone who trusts in the Lorde will be saved. There will be survivors on Mount Zion and in Jerusalem, just as the Lord said. Yes, those left alive will be the ones the Lord has called. - Joel 2 vs 32

Those who believe in Jesus Christ however, are those who are saved through continuous submission to and obedience to the teachings and commandments of Jesus Christ, God's Truth and Law in the Kingdom of God. As Jesus Christ said, it is those who stand faithful till the end that will be saved as far as the Kingdom of God is concerned.

There are only 5 step to salvation my dear brother... Hearing the word of God* Believe in the word of God* Repent of your Sins* Confess Jesus Christ as the Son of God and be Baptised into the body of Christ** Baptism is necessary if you must walk with the Lord.. Stop telling people to say after you just to walk with God it doesn't work that way. I'm not quoting you just enlighten my dear brother. God be with you.
