If this was a serious organisation with genuine intention of catching dollar bribers,they would have mingled with the delegates in mufti or bribed one of the agents to give them information where and when they are collecting the money.
They reach an agreement withbtheir confidential informant that no matter the amount he gets,they would allow him to keep his own share so long they arrest the mastermind of the dollar bazaar.
