The rods are okay because they won't only be for laying the decking, there will be a beam on which the decking is going to rest on. If you, the carpenter or ironbender never had it in mind to add a concrete beam, you have to better make the arrangement now, never ever allow a decking to sit directly on a block formwork.

I don't think there is already beam after the last block. I believe that the ironbender wants to use the 10mm rods as stirrups for the 12mm rods he will use for the beam work, the beam is the only reason for that.

Thanks for the insight. From what i can deduced, no need for 10mm once the beam was already casted.
There is a ring beam round the perimeter.
