He bought them for his company's use and as such, is fully and totally responsible for how his vehicles are used...and would be held accountable, for the extracurricular activities, his drivers do with his vehicles in a saner clime.

On the other hand, Toyota manufactures its vehicles for sale. So they can't be liable for how their vehicles are used by customers who buy from them.
