The front runners for Nigeria’s 2023 presidential election are entangled in seperate corruption allegations that are likely to resurrect ahead of the 2023 general elections an Afrotimes investigation has revealed.

Three decades ago, 2023 election front-runner Bola Tinubu fought a lawsuit in which the US government accused him of laundering the proceeds of heroin trafficking and eventually reached a settlement.

On the eve of the last election in 2019, two armored bank vans were photographed driving into Tinubu’s home. “If I have money to spend, if I like, I give it to the people for free of charge as long as it’s not to buy votes,” he told reporters when asked what the vehicles were transporting.

As of last June, the Economic and Financial Crimes Commission EFCC, had an open investigation into Tinubu, the agency’s chairman, Abdulrasheed Bawa, told the media at the time, without specifying what it was scrutinizing.

Tinubu is also accused in an ongoing Nigerian high court case of secretly controlling the company that handles Lagos state taxes and is entitled to take a 10% cut of what it collects. It was awarded the contract while Tinubu was governor.

The firm’s founder sued Alpha Beta Consulting LLP and Tinubu in June 2021, alleging the company had wired out millions of dollars in “suspicious monetary transfers” and denied him his share of profits for more than a decade. The plaintiff and ABC are currently discussing an out-of-court settlement.

Also, in July 1993, when Tinubu briefly served as a Nigerian senator, the US government filed a forfeiture lawsuit in Chicago against bank accounts in his name, claiming there was “probable cause” to believe they held the proceeds of heroin dealing. The case followed a probe by the Internal Revenue Service and other agencies into a trafficking network involving Nigerian suppliers.

The IRS secured warrants in January 1992 to seize almost $2 million, according to court filings. While living in Chicago between 1989 and 1991, Tinubu had allegedly deposited more than $1.8 million into one of the accounts, before transferring large sums to another bank, according to the US government’s complaint. While disputing the US’s reason for targeting the accounts, Tinubu settled in September 1993, agreeing to give up $460,000 to the US government in exchange for the release of the rest of the money. Tinubu wasn’t indicted over the matter.

Only Peter Obi is completely free of corruption. When other corrupt aspirants saw how clean Peter Obi was, they paid money for a phantom investigation called pandora, aimed at rubbing some small dirt on his immaculate image, it failed. grin

The ‘rising star’ of the presidential race and a former governor of Anambra state, Peter Obi is not without his own corruption allegations. In the wake of the Pandora Papers leaks, a Nigerian news publication, Premium Times reported on Obi's involvement in offshore companies in tax havens such as the British Virgin Islands.

In 2010, Obi allegedly had Access International help him set up and manage Gabriella Investments Limited, a company in the British Virgin Islands named after Obi's daughter with figureheads as directors to avoid Obi's direct involvement; one of the directors was also the director of a Belize-based shell company that was issued 50,000 shares in Gabriella Investments. Further reporting allegedly showed that Obi appeared to have made shell companies in the 1990s as well, with the Barbados-based Beauchamp Investments Limited and UK-based Next International (UK) Limited being tied back to Obi and his family.

After the revelations, civil society groups pushed for investigations into Obi as reporters queried the EFCC on if the commission would start investigating Obi. A few days after the report, Obi responded by claiming that he did not break any laws and clarified that the accounts' money was accrued from his time as a businessman while the EFCC invited him for questioning later in October 2021 after
President Buhari directed all anti-corruption agencies to investigate those named in the leaks. However, no criminal case has been filed against Obi as of June 2022.

Atiku Abukabar, another top contender, allegedly brought tens of millions of dollars of “suspect funds” into the US when he was Nigeria’s vice president in the 2000s, according to a US Senate report, and was implicated in a bribery case that resulted in the imprisonment of an American congressman. Neither episode resulted in charges against Abubakar.
Spokesmen for Tinubu and Abubakar didn’t respond to requests for comment.

Atiku Abubakar came second at the polls when Buhari was re-elected four years ago -- and during that campaign was granted a temporary suspension of a US travel ban connected to bribery allegations because he had a reasonable chance of winning, according to a person familiar with the matter.

A report published in 2010 by the US Senate’s Permanent Subcommittee on Investigations said one of Abubakar’s wives helped her husband bring more than $40 million in “suspect funds” into the US while he was Nigeria’s vice president, including at least $1.7 million in bribes paid by Siemens AG. Abubakar and his then spouse previously have denied any wrongdoing.

Former US Representative William Jefferson was sentenced to 13 years in prison in 2009 for taking bribes from American companies interested in doing business in Nigeria and Ghana. In July 2005, Jefferson told a cooperating witness that then-Vice President Abubakar had also agreed to accept a bribe in exchange for his assistance, according to the Louisiana congressman’s indictment. Abubakar has previously rejected the allegations, saying he had no personal or business relationship with Jefferson.

Abubakar’s hopes of succeeding President Olusegun Obasanjo in 2007 were torpedoed when the EFCC declared him unfit to hold public office and a Nigerian Senate panel recommended his prosecution for allegedly diverting government funds. Abubakar denied the allegations, saying he was the victim of political persecution.

Both contenders will focus on issues other than corruption while campaigning because they know it’s not part of their political image.

Pensions pinching?
In October 2021, former governor of Kano State, Rabiu Musa Kwankwaso
and current presidential candidate of the NNPP turned himself in for interrogation by the EFCC.

He was investigated over a 2015 petition by Concerned Kano State Workers and Pensioners, who alleged that he violated the Kano State Pension and Gratuity Law of 2007 in the management of pension remittances amounting to about N10 billion contributed between 2011 and 2015.

The alleged violation happened in May 2015, the month Kwankwaso left office as Kano’s governor.

It is unclear how the investigation ended but in July 2021, the Justice Ayo Salami investigative panel Indicated that while overseeing the EFCC, the former acting chairman Ibrahim Magu “directed designated operatives not to investigate” the allegations of corruption against the four individuals.

The individuals mentioned were Rabiu Musa Kwankwaso and 3 other former - Donald Duke, Ibikunle Amosun and Ahmadu Fintiri.

On June 21, 2022 the United States government has reportedly confiscated assets belonging to the founder of Roots Television Nigeria, Dumebi Kachikwu, over non-payment of federal income taxes going up to $2.1 million.

The embattled politician is the presidential candidate of the African Democratic Congress (ADC) ahead of the 2023 general elections.

According to a Nigerian news publication, Peoples Gazette, the US government has obtained a default judgement approving the confiscation of Kachikwu's assets.

The media outlet, citing court documents, reports that case number 8:21-cv-01546-GJH filed in the United States District Court for the District of Maryland against Kachikwu and his now ex-wife, Somachi, approved the seizure of assets in a default judgement.
This, it is understood, followed the failure of the defendants to respond to the summons and complaints served to their Maryland home in June 2021.

Kachikwu was said to have evaded tax payment while working in the U.S. between 2009 and 2011, an offence punishable by law in the country.

It was gathered that as of March 2, 2022, the accrual of the interests and statutory additions on Kachikwu’s unpaid federal income tax liabilities had reached $2,082,500.
This is not the first time Kachikwu would be involved in a similar tax evasion scandal.

He was reportedly indicted for a similar offence in 2009 during which he allegedly delivered a $100,000 cash bribe to curry the favour of former U.S. Congressman, William Jefferson, to broker business deals in Nigeria during the Olusegun Obasanjo administration.

He, however, regained his freedom after agreeing to testify against Jefferson in court. His testimony strengthened the argument of the prosecution team, leading to the conviction of the Congressman found guilty of bribery, and racketeering amid other charges.

Kachikwu, has swiftly denied the recent allegations. In a released statement he said the allegations of tax evasion, fraud against him were untrue and politically motivated.

Whether these allegations will hound the presidential campaigns is yet to be determined. But one thing is for sure – each of these five candidates have undesirable baggage that they would wish they never had.

Only Tinubu and Atiku are battling corruption. Both men have charges hanging on their necks in the United States. They've also become stinkingly rich by stealing Nigeria dry.
