Whatever it was, it was a crime and justice was done. They do it all the time. Not everything people go to jail

It was not a crime hence the term CIVIL.

It was an inadvertant situation of a finace house (just like a bank) having in its posession, funds whose source could not be independently verified.

A bank would receive your money and not question its source (until KYC and several provisions from the late 90s made it a banking philosophy), many did not and could not even verify the source of such funds.
