Lagos.
Lagos has advantage being the former country capital. Lagos has the only functional Seaport in the country, with lots of FG presence.

Bayelsa on the other hand was created of recent from PH. With least FG presence.

Lagos still got more allocation than Bayelsa both FG and IGR. Not to talk of all the companies there.

Start the campaign for resource control/restructuring then we all can compare.

Bayelsa is left for just state govt and individual to develop. Most of the land there is water logged/swamp. The cost of constructing a KM of road in Bayelsa will be more expensive than in Lagos

Population has got nothing to do with development.

Just because ur population is small doesnt mean u will automatically be developed.
if thats the case, China would have been the least developed nation.
Also lagos state should be most developed if u take cognisance of the way people invest in the region and how big tech companies are located there.

Let's close all the ports in Lagos , limit the airport to domestic airport ...make bayelsa capital for 70 years , then tell all oil companies to move to bayelsa then maybe you can compare
