We can do better by greatly replicating their numbers even within LCDAs and especially within the inner city areas where they are most needed for obvious reasons. Folks in the inner city areas live in overcrowded housing where social amenities are rarely not available and poverty is prevalent with poor nutrition opening them up to sicknesses and diseases.

A concept that has been identified over the decades as desirable in enhancing good governance is known as “development from below”. It means that development in a society is best done when it starts from the smallest unit of governance and politics. That should be the Wards, Council, et al. Better to do more at that level.
