In essence, monies running in billions, perhaps in trillions meant to build houses for thousands of people is stolen by just a handful of people. So these handful cannot go on to keep building thousands of properties that would have employed millions of people after building their own one or two personal houses. That will be madness.

This is how these wicked lots create generational puvaty & unemployment.

Also remember that at any given point in time resources are always scarce. For example the footballer (out of thousands) award in the world is scarce and was recently clinched by only one person.
