Top 10 states with highest NIN enrolments as of October 2022


Since 2020, Nigeria has been populating its identity database. A policy by the Nigerian Communications Commission (NCC) mandated all telecom subscribers in the country to link their SIM cards with their National Identification Numbers (NIN).

The move has seen the NIN database grow significantly in the last two years, as subscribers who do not already have NIN had to enrol to be able to use telecom services.

According to the National Identity Management Commission (NIMC), enrolments for the NIN rose to 90.68 million as of October 25, 2022. This shows that the country has recorded 17.98 million fresh enrolments in 2022 alone. As of last year, the enrolment figure stood at 72.7 million.

As you may well know, population distribution varies across the 36 states of the federation and Abuja. And this influences the number of subscriptions for telecom services per state. With the condition that all telecom subscribers must have NIN, it is not surprising that states with the largest number of telecom subscribers are dominating the NIN enrolment database.

These are the top 10 states with the highest NIN enrolments as of October. This is also a reflection of their mobile subscriptions.

10. Bauchi (2.3 million)

According to the latest NIMC data, the North-Eastern state of Bauchi is one of the leading states with the highest number of NIN enrolments. Bauchi State recorded 2.3 million total enrolments as of October this year to emerge as number 10 on the list. Data from the National Bureau of Statistics (NBS) shows that the state had a total of 4.2 million active mobile subscriptions as of Q2 2022.

9. Delta (2.4 million)
Delta State is number 9 on the list with a total of 2.4 million as of October. In Q2 2022. The state’s total active mobile subscriptions stood at 7.3 million, according to NBS data.

8. Rivers (2.7 million)
From the October data, Rivers State was number 8 on the list of states with the highest NIN enrolment figures. The state had 2.7 million people enrolled in the database. This is also a reflection of the state’s mobile penetration as it had 7.3 million active mobile subscriptions at the end of June this year.


7. Katsina (3.1 million)

The home State of President Muhammadu Buhari, Katsina, came 4th having recorded 3.1 million NIN enrolments as of October 25. Active mobile subscriptions in the State stood at 5.3 million in Q2 2022 according to NBS data.

6. FCT Abuja (3.2 million)

According to the NIMC data, the Federal Capital Territory (FCT) Abuja was among the top 10 states in terms of NIN enrolments. Abuja had recorded a total of 3.2 million enrolments as of last month and stood at number 6. NBS data shows that active mobile subscriptions in Abuja stood at 9.7 million as of Q2 2022.

5. Oyo (3.6 million)
A total of 3.6 million residents of Oyo State had registered for the NIN as of last month. The State sat on the 5th position among the top 10 with a 3.6 million enrolment figure. Going by NBS data, the State is also one of the states with a large number of mobile users. Its active subscriptions stood at 10.8 million as of Q2.

4. Ogun (3.7 million)
The South-Western State of Ogun had the 4th highest number of NIN enrolments as of October with a 3.7 million record. In terms of mobile subscriptions, Ogun is also on a higher level compared to other states in the country. NBS data shows that the State had 12.3 million active mobile subscriptions in Q2 this year.

3. Kaduna (5.4 million)
Kaduna is one of the most populated states in Nigeria. The state’s population is also reflected in the number of NIN enrolments. The state has recorded a total of 5.4 million registrations for the identification number. Interestingly, active mobile subscriptions were lower than those of Ogun and Oyo which occupied 4th and 5th positions in terms of NIN enrolments. According to NBS, Kaduna’s mobile subscriptions stood at 8.7 million in Q2.

2. Kano (7.9 million)
Kano State is one of the most populated states in Nigeria and it is, therefore, not surprising that the State has one of the highest numbers of enrolments for NIN. As of October, enrolments in the State stood at 7.9 million. In terms of mobile subscriptions, the State had a record of 12.5 million as of Q2, 2022.

1. Lagos (10.2 million)

The commercial nerve centre of Nigeria, Lagos, maintained its lead in terms of the number of NIN enrolments in the country. With 10.2 million registrations as of October 2022, Lagos was number one on the table. The State’s mobile subscriptions stood at 25 million as of Q2, the highest by any state in Nigeria.

Again, my hypothesis of low population of the south east is indicative.

From the clean data of JAMB that matches states of origin of candidates regardless of where they sit for exam which showed low population for SE to final list of INEC registration which shows low population of SE, data from internet subscription and now NIN enrolment registration where no SE state made it to the top 10, the south east does not only have a small land mass but consistently has a low population in all these data. It is so low compared to the Hausa, Yoruba and Fulani.

These are numbers and they do not have emotion. The JAMB data was particularly revealing as low number of SE indigenes register and sit for exams outside the 5 SE states.

These clean data come with biometrics, matched with states of origin and registered GSM numbers so more reliable than manual population census.

My questiin is that for how long have we overstated our population especially the South East population and who are those benefiting from these long years of over stating population? Are those 5 states actually justified if with low SE population and small land mass compared to states that are more in both population and land mass compared to the whole SE, yet there is still no phenomenal development per capita in SE?

There has not been a famine or disaster in the SE so we can not be considering sharp decline in population so the more obvious is that SE has always had a low population but overstated just like other tribes do but their own seems to be most apparent now.

These data have nothing to do with assumption because each person will fill his or her own state of origin. Even census relies on information supplied when they visit your residence. The over stating I refer to is in the past census figures and how in contrast, recent clean data keep turning up low population for Igbo. It is a common thread in all these data captured with biometric and new technologies. So there is no doubt that SE indigenes are low in population.

It is obvious that you do not know or forgot that NIN along with registered GSM numbers and biometrics are now used for JAMB registratiion to match your real state of origin.

From JAMB data alone, you know the indigenes of other states in your state and how they are represented by population. That was how I found out that SE indigenes have low population in the SW too and most of the SE indigenes are actually domiciled within the SE. The JAMB data indicated that approx 80% of JAMB candidates of SE extraction registered their exam in the 5 SE states and only about 20% are registered outside SE.

The data state and show the break down by state of origin indigenes for registration in each state where JAMB is taken.

As far as indigenes in each state, these are data already in public domain and politicians use. A serious politician will get this data first instead of firing blank.

Lagos is still largely dominated by the Yoruba population if you look through the clean data. That is why no election conducted in Lagos can be determined by the political choices of non Yoruba because the Yoruba, just like the Fulani and Hausa are one of the the 3 super majority tribes with the huge population.
Those 3 tribes determine the outcome of every Presidential election and to win, you must get at least 2 of those 3 tribes to vote for you massively.

You're still using JAMB based data to illustrate your point. What about NIN, CAC, Driver's License, etc. by state of origin?

If 20% of JAMB candidates from the 5 SE states are registered outside the region, that's huge in my opinion. What's the percentage from the NE, NC, NW, and SS?

Besides, how do we trust your 20%? Where is your source?

I've warned you to stop been unnecessarily bias. You keep focusing on selected stats just to prove some flawed points
If your trying in disprove the population of the ibo, at least be concrete about it..
Each of those states listed above apart from the SW have atleast different tribes among them..
Eg bauchi have 55 tribal groups.
Katina has 2, abuja has 9 tribal groups, Delta has 5 (with igbo among the top 3).
Kaduna has 33 different tribes. Kano has up to 5 or 6...

Now with the facts above, comparing the population of ibo population of the in SE with a lumped sum of all tribal population in each of those states is wrong. Why not single out each tribe and do your comparison with the igbos?

You see why you analysis is already dead on arrival?


Moreso, going by states, region size of a location, Canada has a landmass of 9.3 million square kilometer (that is 10x the size of Nigeria with a population of 35 million people.) ..
While Nigeria has up to 923,000 square km with a population of 211 million people.

Lagos been the smallest state in Nigeria has the highest population of citizens.
You see why your also wrong in relating the size of a region to population of inhabitants?



Now research more on the meaning of state of origin.. Before I engage you further.

I have always said I'm huge believer of numbers and data when it comes to planning.
What these NBS numbers shows can be interpreted in many ways.
1)I believe you need an NIN number to activate a SIM for your phone in Nigeria since all Phone numbers without an NIN number have been barred,the conclusion is very simple,the population figure of 200 million in Nigeria is a big fraud.
Let us agree for the sake of planning,the number of Nigerians without an NIN is around 20-30%,there's no way we are close to that dubious figure of 200m.
2) We must stop relying on the dubious assumption that Northern Nigerian is more populated that Southern Nigeria.
With 5 Northern and Southern states in the Top 10,we must start asking questions and kill the myth of higher population figures for the North.
3) Finally Igbos have a declining population,these numbers show that there's trouble in ibo land.
I have always insisted that the elections of 2015 and 2019 have showed that igbos are no longer king makers in the politics of Nigeria.
These figures show that if the North and the South west align,they will continue to choose whoever leads Nigeria.
2023 will put a final coffin on the igbo political coffin.
A word is enough for the wise.

How many indigenous people were listed in Lagos State? It can't be more than 5%. Every Nigerian is expected to state his/her origin and place of residence.

It will be a crime if Bola Ahmed Tinubu should list Lagos State as his State of origin - Fact.
