You don't need a debit card as a Virtual card will be used on the account.

Why did you said the the south African PayPal account he created cannot receive payment in USD into it?

The one you proposed to create for him if he agrees to pay you the N2,000 belongs to which country??

Listen bro, someone had already told you to send $1 or even less say $0.5 into the account you have created yourself and you will confirm whether it can receive payment or not.
