Some states are leveraging on others to survive as most don't accrue much from internally generated revenue, so the center collects from others and gifts others calling it national cake. Looking at the political atmospheric condition of the nation, you would have discovered there are powerful politicians, who goes out of their way to help, and some governors seems to be so powerful amongst the others.
