All states in Nigeria are not the same to govern in Nigeria. There are states that are easier to govern than the others. This is because of the the make up of the people of the states.
If the people are docile the state would be easy to govern. But when the people are stubborn, formidable and possibly rich and rude, the Governor of the state should be very cautious in dealing with the people because they would always demand for more--more rights, more respect, more of everything.

With that being said, in all the states in Nigeria, Anambra state is the most difficult state to govern.
These are the few reasons.
The state is a small state comprising of rich business men who can be rude with their money.
They believe that you are a king in your base, they are kings in their different bases. Nobody rules you.
They believe that whatever they have was built by them and not the government. They all work hard to get what they want.
Anambra people don't wait for the government for anything. They build their worlds.
Many of them have been found to be very vocal and rude.
They do not hide their feelings or pretend they love you when they don't.
They don't like to kowtow to anyone.

These have advantages and disadvantages.
But the fact is that if you are a Governor in Anambra be ready to be judged, insulted, accessed. But you must try to cross limits to please the people.
One of the presidential candidates in the country, a former Governor of Anambra was in deed right to say that Anambra is difficult to govern. You have to ask the people or visit the state to really know for yourself.

This is actually true I have some anambra guys as friends one thing I noticed in most of them is their confidence and boldness.

On the other hand, Lagos is actually the easiest place to rule. 10 local governments in Lagos be like 2 local governments in Kogi state.

You talk of the most difficult state to govern, and you base it on the number of wealthy people residing in that State alone? This is really amusing!

Accepting, without conceding, that the number of wealthy people residing in a State is the sole or main index determining the governability of the State, how do you take Anambra and then comfortably leave out a State like Lagos?

Do you know the number of wealthy people resident in Lagos State alone, judging by all global standards of rankings, from multi-billionaires to billionaires, down to multi-millionaires, millionaires and then the simply rich and widely connected people in their uncountable numbers?

There are people that are neither rich nor poor but are powerfully connected both within and beyond Nigeria who can make governance a hell for a Government. This calibre of people are plenty in Lagos State.

Is that the only option you see there. If You think Lagos is the most difficult think again. Money comes from every where to you in Lagos as a governor. Whether you do anything or not. Remember we have many rich people in Lagos from different tribes. Unlike some places where you can see indigenous rich men. So, It's not the only criterion. Besides Lagos is made up of all the tribes mixed up. It's a mixture, if a particular tribe wants to cause a problem, the others can cushion it or try to quell it one way or another.
Crime rate is not what makes a place difficult to govern in this context. If so what of other states where boko Haram and terrorists are bombing and killing people openly.
For your information, to govern port Harcourt is harder than governing Lagos. Ask around.. Because of many systemic bottlenecks created by many factors in Port Harcourt
