Reps approve bill to establish almajiri education commission

The House of Representatives has passed for second reading, a bill seeking to establish a ‘National Commission for Almajiri Education and Out-of-School Children’.

A member of the House from Sokoto State, Shehu Kakale, and 18 others sponsored the bill.

The legislation was titled, ‘A Bill for an Act to Establish National Commission for Almajiri Education and out of School Children to Provide for a Multimodal System of Education to tackle the Menace of Illiteracy, Develop Skill Acquisition and Entrepreneurship Programmes, Prevent Youth Poverty, Delinquency and Destitution in Nigeria; and for Related Matters.’

The bill was passed for second reading about 24 hours after former President, Olusegun Obasanjo, warned that the over 20 million out-of-school children in Nigeria, which constitute almost 10 per cent of global statistics, were potential terrorists.

He noted, “It is in light of the need to address this menace that this bill is proposed to the House for consideration. Its intendment is basically to establish the National Commission for Almajiri Education and Out-of-School Children to provide for a multi-modal system of education to tackle the menace of illiteracy.

“Once established, the commission shall be responsible in providing skills acquisition and entrepreneurship programmes development for children and teenagers through schools to reduce the rate of poverty, and lessen delinquency and destitution in Nigeria.


“As I draw this debate to a close, permit me to reiterate the fact that education is pivotal to human development and the growth of a nation. It was in recognition of this that Dr Goodluck Ebele Jonathan had to build 157 Almajiri Model Schools to enable the education of the almajiris in Nigeria.

“There cannot be a functional society without a functional educational system. Accordingly, the establishment of the proposed commission will ensure that the almajiris receive sound education that will shield them from exploitation by criminal elements.”

Several members of the House, including the Speaker, Femi Gbajabiamila, expressed their backing of the bill.

Almajiris never want to go to school.
What about the many schools former President Goodluck Jonathan built for them?

Until there is a thorough plan by the Northern elites for compulsory education in the North,
Establishing an agency on Almajiri education is just to create more space for employment of more Northerners on Federal payroll.

There is also another agency for Nomadic education. Yet the nomadic Fulani's don't go to school.

Here in the North, a lot of civil servants work in different Government agencies and draw salaries from them. Some work with the State Government and Federal Government at the same time. Many Southerners won't believe such irregularities occur in the North. A whole family can be on the payroll of a government agency, and Southerners will be wondering why FG jobs are scarce.

If power does not return to the South in 2023, I pity Southerners. Only Southerners have the capacity to make things work in Nigeria. Northerners use Government power for personal pleasure.

Remember that The National Assembly has also passed into law, The North East Development Commission! A federal agency that collects almost 5% of all VAT accruals before tax, for the socalled "rebuilding of the north east"! Meanwhile the destruction of the North East is still ongoing! They willfully destroy and we slavishly pay for the "rebuilding".

Schools built with funds from the North East Development Commission have been destroyed by Boko Haram. The whole scheme looks like an arrogant arrangement to fiddle with endless supplies of federal funds... Now this! The same Almajiri system that northerners defend with every ounce of venom in them! They want to keep The Almajiri system running but we will all contribute to subsidize the failures of the same system!
How about that?

What a stupid bill! It encourages laziness as Hausa and fulani parents won't bother to finance their children to school since the FG will take care of them with Niger Delta oil money.

We Don’t Need Almajiri Commission – HRDEI

Dr Mohammed Ali, Executive Director of centre for Human Resource Development and Empowerment Initiative Kaduna (HRDEI), said the North didn’t need an ‘Almajiri Commission’, but a total ban on the almajiri practice.

He said this while receiving Ayana Centre for Almajiri Development and Empowerment Initiative during a visit to his office on Sunday in Kaduna.

The bill to establish the commission to tackle Almajiri and other out-of-school children scaled second reading in the House of Representatives on Nov. 23.

The ‘kid beggars’, popularly known as ‘Almajirai’, are mainly students of the Qur’anic schools, better known as
‘tsangaya’ who are given to Malams (Islamic teachers) by their parents for the purposes of learning the Qur’an.

The Malams in turn, take them away from home to distant places without any provision for their boarding, feeding and even clothing by their parents, where they end up resorting to begging to make ends meet.

Ali explained that street begging, (Almajiri) is a social, economic and
environmental menace highly visible in urban centres all over
Kaduna State, with prevalence in the Northern part of the state.

He lamented that the current situation
was worrisome because not only adult members of the population engaged in such acts, but even the under aged children.

“Beggars pervade public places like markets, motor parks, religious centres, residential neighbourhood, ceremonial places and worse still, inside commercial buses.

“Begging, no doubt, is a downgraded act which leads to image tarnishing and loss of prestige of anyone engaging in it,” he said.

Ali also lamented that some scholars, media practitioners and the general public had variously linked
begging with Islam.


He noted that there was nothing Islamic about it; rather, a by-product
of laziness, mental dependence and oppressive consciousness of those that engaged in it.

“Islam is both an intellectual tradition and a social movement and has provided principles and modalities by which one can earn a living but not through begging,” he stressed.

“There is no relationship that exist between Islam and begging. The problem of begging in Kaduna State, like in other states of Northern Nigeria, is rooted in the
socio-cultural and socio-economic realities in the country.

“To ban the practice of begging, government must develop the moral courage to act and to also disabuse the minds of many Nigerians who think or believe that Islam approves of begging,” Ali said.

What about a bill to abolish the Almajiri system? And purnish parents that still indulge in such practices. We all know this bill will not make any impact with the mass illiteracy in the north .
Northern leaders are still hiding thier head in the sand. They know the root of thier problem but are not willing to confront them head front because of thier selfish interest .

There are by far more southerners working in ministries, agencies, parastatals, para-military etc compared to northerners.. but u guys keep saying trash without evidence because of the hatred u have for north

1. The money assign to the project will be embezzled

2. The women from the northern states will suffer because no more Almajiri to do their work again in the house because most of the women are lazy.

3. Expect more Almajiri from neighboring countries like Niger Republic, Chad etc

There is no South East Development Commission. An attempt to do do was squashed by a vindictive presidency that claims it had no money for that.
Maybe we have to demand for South East Development Commission to rebuild all the infastructure destroyed by the unknown gunmen since the north east commission is busy rebuilding Borno while Boko Haram is busy destroying the same place.

We also have to demand for the "Nwa Boy" Development Commission to take care of the welfare and education of all the young boys from poor homes that end up serving some traders for almost a decade to be someone in life.
If they get the kind of free help which the Almajiri Commission will give to the Northern almajiris, they sure will be doing better in life.
