1) you don't need approval from anybody?
2) you need a programmer to handle this kind of thing for you.
Mobile payment is not a project that should be taken likely, because of fraud. So carry out your plans well and be ready to invest big.

r u sure about this? someone once said to me that u'd need to be fully incorporated company and a cbn license to offer financial services as a business. this makes perfect sense to me, so u might wanna research the requirements for this venture.

your question depend on 2 things.
It depend on how you want to use the application.

If you want to use it as an individual,all what you need is to select whice mobile money firm you want to join,you may join all of them.then you register free.after completion of your registration,then they wil send you a link through your phone,just click the link,it wil take you to the application.download and install it in you phone.that is all.

Secondly.if you want to use it for business or to be there agent,then you wil need to be approve by the firm,not cbn.
