Citizens E-Participation in Governance, (full meaning: “Electronic-Participation”), is a method of Governance where the Government engages and interact directly with the people, so frequently, and very often through a lot of varied electronic means (including social media, and SMS text messages too), and at the same time, be getting direct feedbacks from the people, rather than from Government institutions.

On Monday, the 21st of May 2018, the FG officially launched the redesigned and upgraded website of the “Office of the Secretary to the Government of the Federation (OSGF), and part of the main features of the new website “was” the “E-Participation”-button which was working at that time it was launched, but the E-Participation Portal stopped working after just ONE YEAR.
As at then -- just before the portal stopped working -- there were only 982 Participants on the Portal (out of the over 200million Nigerians)

Nobody knew the exact reason why the E-Participation Portal was shut down, even though the “E-Participation”-button is still currently there present in the official website of the OSGF.

SGF LAUNCHES CITIZEN TO GOVERNMENT PLATFORM


The Secretary to the Government of the Federation, Boss Mustapha on Monday 21st May 2018 officially launched the redesigned and upgraded OSGF website, http://www.osgf.gov.ng/ with a charge to web managers of Government websites to ensure that the contents are continually updated and kept up to date.

He reiterated the commitment of the Federal Government to the full operation of the Freedom of Information Act to engender transparency, openness, engagement, and popular participation of the citizens in the governance process.

He emphasised that a major achievement in the redesign project was the introduction of the e-Participation platform for citizen’s participation and engagement in governance, which has been integrated with the website.
The portal will allow citizens carry out the following:

1. Request for information from Government;

2. Submit an idea to Government;

3. Lodge complaints to Government;

4. Respond to Government;

5. Report issues to Government; and

6. Give compliments to Government.



He stated that the new website was in keeping with the need to lead Ministries Departments and Agencies’ (MDAs) compliance with the dictates of Executive Order 001 on the Ease of doing Business, particularly relating to the directive for MDAs to host a functional website. He stressed that the functions and responsibilities of the Office of the Secretary to the Government of the Federation made it imperative for it to have a functional website that would deliver information about the structure, policy thrust and activities of the administration on a daily basis.

Q: What is e-Participation.

The Nigerian Government, in recognition of the need to evolve itself through reforms and modernization of its processes using information and communication technology, otherwise known as electronic government has designed an e-Participation system which will provide a platform for Government to interface with the Nigerian public through SMS using GSM phones for the purpose of monitoring or tracking the implementation of government projects.


Q: Objective of the E-Participation System
The e-Participation System provides a platform for government to interface with the people through SMS on GSM phones and through internet facilities. It enables the government to monitor progress on ongoing and completed projects since images and other information on such projects can be forwarded through SMS and the internet. It also provides a means for the government to receive feedback from the public on both completed and ongoing projects.


Q: Benefits to Grass Roots/ Citizens:

1. Participate in monitoring of Federal Government Projects in their locality,

2. Serve as sources of accurate feedback to government with pictures to support their view about any project,

3. Directly communicate with the Government through SMS and Internet services,

4. Voice their opinion to the Government and be heard,

5. Get to know list of all Federal government projects located within a locality, and

6. Suggest any developmental project need of a locality directly to the Federal Government.



Q: Benefits to Government:

1. Have a means of getting direct feedback on projects implementation from the grassroots,

2. Contractors performance can be monitored by the grassroots,

3. Empower the grassroots to take ownership on Government in their localities

4. Increased Government transparency and anti corruption stance,

5. Provide additional information for decisions making.

The texts below (and the attached photos too), are what the Nigerian “E-Participation” Portal Used to be like, until it was shut down, and it never worked again after that.

It never worked for the people, and it never worked for the government too.



But funny enough...
Any government that doesn't like criticisms cannot involve itself successfully in E-participation.
Thus, no wonder the “E-participation Portal” didn't work in this autocratic administration, and they shut the portal down.

When they’re told to vote people who can handle the rigors of being a president, they rather vote for people who can only show proof of life once in a while

The people handling the website was probably frustrated at not being able to reach the president or get the president to participate or respond and he was asked to shut it down at some point

embarassed Good news for some people but after keeping me on zombie stipend for 8 years he now wants to set up e-participation for Nigerians. Buhari what did I do to you?

Let me give credit to him this time around.

At least, since this nice idea crossed his mind even, then he is a good thinker.
Just that,,, HE IS NOT A GOOD IMPLEMENTER..!!




But you see CORRUPTION.??
Corruption is one of the main reasons this thing didn't work.


E-Governance means having things updated automatically as they are happening,, and having the public seeing them immediately, even before the people in Government sees such information.

The Current Nigerian Politicians, (and this present government in particular) are not ready for such High-Blood-Pressure Abegg..
