Every election cycle and in governments and high places around the world, we usually have people with the gift of the gab. Public speakers use this to sway the people and we can see that it is not always to the best place. As it has been in the past, it is still today, and it will still be tomorrow.
As we approach the February 2023 elections, one is tempted to critically wonder if people have very short memories or it is more of sentiments(religion/tribe/party/anti-party).
Peter Obi is here again with his usual rhetorics and many promises. Many young people are probably unaware of his past failure in governance but it is still there staring at him. His two successors have confirmed he did not do so well. The records are there for those who really want to verify. See this thread for some. It will be a miracle if Obi supporters do not reply me with tons of insults and threats instead of objectivity, but i have come to expect it. Like someone said, we will ignore the insults and focus on the votes. It is what it is.

Note that Obi has always come presenting himself as some sort of different messiah and saint but his result was catastrophic failure. How then can the whole country watch such calamity and cluelessness happen AGAIN?

Anambra IGR: Between Obi and Obiano

TO realize his ambition of being the presidential candidate of a political party in the 2019 general elections, the immediate past Anambra State governor, Peter Obi, has been sounding sanctimonious. The sanctimoniousness is most pronounced in the area of management of public resources. The magic of it all is that some Nigerians take him seriously except those of us in Anambra State. He was our governor for eight years, so we know what to believe.

Take his management of Internally Generated Revenue (IGR). Despite being in office when the national economy was booming because crude oil was selling for as much as 147 per barrel and Nigeria was exporting some 2.4 million barrels per day, the Peter Obi administration never announced that it received more than N400 million monthly. Note that this was when states like Cross River which had no important markets or businesses were generating N600 million a month (the manufacturing firms in the Calabar Free Trade Zone don’t pay taxes to the state government).

Immediately Willie Obiano became governor, the Anambra State Government announced that IGR had jumped from a miserable N400 million to an unbelievable N1.3bn per month. Governor Obiano was then emboldened to announce a 15% increase in the salaries of all government employees, including the 7,000 people that Obi employed just as he was departing. Obiano even went a step further to announce that he would increase the salaries across board again if the IGR moved to N2 billion monthly. The IGR was moving above N1.4bn when Nigeria officially entered economic recession. Yet, Anambra’s IGR has not been less than N1.2 billion per month since Governor Obiano took over leadership.

It is no surprise that states like Kogi have been sending high-powered delegations to Anambra State to understudy how Governor Obiano raised internal revenue by over 300% on assumption of office and has been managing the state’s resources most prudently. In terms of rate of development, Lagos is probably the only state which rivals Anambra State, but not in security, agriculture and education, as one analyst observed recently. While the recession has made most states unable to pay salaries, gratuities and pensions, meeting such financial obligations is taken for granted in Anambra State. Economic activity is here at an all-time high, despite the national recession.

It is usual for analysts to ascribe the good economic times in Anambra State to Governor Obiano’s solid academic and professional training in accounting, banking, auditing and general management. After all, he is not only a Fellow of the Institute of Chartered Accountants of Nigeria (ICAN) but also Patron of the Institute. He is also a chartered auditor. True, Obiano’s strong economic and accounting background has been beneficial to Anambra State. But the background alone does not explain why the state’s IGR skyrocketed from a paltry N400m to N1.4 billion monthly no sooner than he took over.

Obiano merely decided to block numerous leakages deliberately put in place in Anambra State’s economic system. He started with IGR. Take management of markets. As everyone knows, Anambra people are born entrepreneurs. Commerce is at the centre of their individual and collective existence. Markets of various sizes are ubiquitous in every city, town, village and hamlet in the state. Like the Jews, the people ingeniously turn every little available space into a market, and before you know it they have become tycoons. Find out how Cosmas Maduka of Coscharis and Chidi Anyaegbu of Chisco Motors began.

I am sorry to report that during the Obi administration, markets, the most important internal source of revenue for the government and people of Anambra State, were toyed with, to put it euphemistically. Peter Obi handed over the markets to his uncle to superintend. The result was that under Governor Obi’s leadership for a whole eight years, the state could not declare more than N400 million as IGR for even a month at a time of economic boom.

It was not just all the markets in Anambra State that Peter Obi handed over to his uncle to superintend. He also handed over to him all the motor parks in the state. As you must have known, NdiAnambra excel in motor transport business. It has been so right from the time of Sir Phillip Odumegwu-Ojukwu, the father of Chukwuemeka Odumegwu-Ojukwu, General of the People’s Army and Patron Saint of the All Progressives Grand Alliance (APGA). Proprietors of Ekene Dili Chukwu, Chisco Motors, The Young Shall Grow Motors, GUO Transport, Eddyson Motors, Izuchukwu Motors, Eekeson Motors, etc, are all from Anambra State. And they all have big parks in the state. There are other numerous parks by those who run smaller transport businesses. Was Peter Obi naïve to make his uncle the person to collect IGR from all markets but also all the motor parks in the state?

Let us cite another example. Ex-governor Obi made a show of how he developed an integrated development scheme called ANIDS, for short. One of the ANIDS success symbols is the Anambra State Transport Company (TRACAS), whose numerous commercial buses and minivans traverse the country daily. The government invested N300 million in TRACAS. But as Obi was leaving office three and a half years ago, TRACAS was declared a private venture and handed over to a private company! ANIDS did not pay even one kobo to the state government for the eight years Obi was our governor! Does anybody still wonder why Anambra’s IGR was never above a mere N400 million during Obi’s leadership?

We have carefully avoided mentioning how the police in Lagos under Marvel Akpoyibo arrested on Sunday, June 1, 2009, an Anambra State Government vehicle with N250 million raw cash at 7 Aerodrome Street in Apapa, the corporate headquarters of Obi’s companies. We have also carefully overlooked the demand for a refund of N7 billion as expenses purportedly incurred on Anambra’s governorship election four years ago, which is the genesis of the current fight between godfather and godson. Godson wonders if there will still be money for workers’ salaries and for building infrastructure, etc, if one person alone receives N7 billion. We have also carefully avoided talking about Obi’s claim last May at a public lecture in Lagos of wearing only one watch for 13 years, only for the media to publish photographs of him wearing several watches in just one year.

It is befuddling how our former governor Obi insists, without any sense of embarrassment, that he is the only living saint in Nigeria and needs only formal canonization in his lifetime. NdiAnambra are no longer amused by such theatricals. Jesus Christ used strong language to refer to the Pharisees because of their hypocrisy, calling them “you brood of vipers” (Matthew 12: 34). Saint Peter Gregory Obi is enjoined to meditate on this biblical line.

NGOs give reasons for poor IGR in Anambra

AN 82 –member coalition of Non–Governmental Organizations, NGOs, operating in Anambra State, has attributed the state’s inability to generate adequate revenue internally, despite its revenue potentials, to corrupt practices and use of unqualified staff for revenue generation.

The state is said to be generating about N500 million monthly which, experts say, is grossly inadequate for a state that had great revenue windows as Onitsha and Nnewi.

Addressing newsmen in Awka yesterday after carrying out a case study of three selected local government areas on the impact of revenue generation mechanism in Anambra State, sponsored by the European Union, EU, Coordinator of the Coalition for Transparency and Good Governance, COTAGG, Mr. Michael Opia, said if the state government could put certain things right, the state’s IGR would definitely improve.

The two-week case study was done in Anambra East, Idemili South and Ogbaru local government areas of the state.

Opia said that apart from corruption, it was discovered that there was so much ignorance on the part of the public on corrupt practices in IGR system, lack of proper finance management and lack of due process in the appointment of revenue collectors and consultants.

According to him, even the workers of the Board of Internal Revenue are not properly equipped to carry out their duties, while consultants often engaged by government appear to be fending more for themselves, thus leading to unnecessary leakages in the system.

“The problem started in 1992 when the then state government used IGR windows to settle politicians who assisted in enthroning the government. Since then, things have gone wrong and those entrenched in the system are not ready to give up. It requires political will to stop them and if government is ready to do this, the revenue profile of the state will improve.

“Anambra State has potentials to generate more than N10 billion annually with the available IGR windows. For instance, there are about 63 major markets that can generate billions every month, but the most of the revenue from them are diverted into private pockets.

“We are very optimistic that with the strong political will demonstrated so far by the present governor, Mr. Peter Obi, revenue profile of the state could be enhanced to be second to that of Lagos State,” he said.

Anambra imposes levy on Okada, GSM operators

AS part of efforts to shore up its revenue, Anambra State government has awarded contracts for revenue collection from operators of Global Service Mobile, GSM, and commercial motorcycles, popularly called Okada.

Also to be levied are marine transport operators.

Commissioner for Special Duties and Transport, Mr. Robert Okonkwo, who briefed newsmen on the activities of his ministry in Awka Wednesday, said accredited revenue agents were required to make their payments weekly or monthly through the state’s direct pay system.

He explained that his ministry had also, in collaboration with the state’s Internally Generated Revenue, IGR, committee, awarded contracts for the collection of levies on all containers coming into the state.

The commissioner added that areas to be covered by the contract are Onitsha North, Onitsha South, Ogbaru, Oyi, Idemili North and Nnewi North local government areas.
Each 40ft container is expected to attract N10,000, while levy on 20ft containers will be N5,000.

According to him, government has, in collaboration with Winorac Engineering Services, begun the branding and registration of all commercial vehicles operating in the state, adding that the expectation was that the exercise would be completed by the end of this month.

He said the re-branding would also be extended to commercial motorcycle operators who are required to brand their tanks in the same colours as commercial vehicles, and explained that this category of transporters was expected to have identity cards and vests with the registration numbers clearly emblazoned on them.

Just like today, Obi gave a lot of utopia promises and we will do it statements to Anambra but failed significantly.

• Recruitment of Chinese farmers (within 3 months from April 2006) to kick-start the state’s cassava revolution.

• Massive construction of roads across the state.
• Construction of boreholes in 44 selected towns yearly from May 2006.
• Rehabilitation of water schemes in Onitsha, Awka and Nnewi.
• Massive clean up, reconstruction and urbanisation of Onitsha, Awka and Nnewi via the establishment of Urban Development Councils (UDC).
Establishment of 20 industries before March 2010.
• Reconstruction of all buildings and infrastructure damaged by the Andy Uba sponsored November 10-12, 2004 mayhem by May 2007.

There were mixed feelings across board as to how this blueprint will impact on the development of the state and its effect on the indigenes. Some school of thought saw the blueprint as the catalyst the state needed to move forward but some more enlightened school of thought saw the document for what it was: A low-level piece of document put together by amateurs and not worth the paper it was written on. The later, I belonged to and infact published an article in This Day newspaper of May, 2006 and online in nigeriaworld.com describing the blueprint as a document borne out of “Analogue thought process in a digital age”. Time has proven me right.

Governor Obi has been in office for over forty months now and it is high time to score him using his blueprint as an index to do just that. He developed the blueprint I must emphasize. It is his own document and not an inherited piece.

Within one month in office without recourse to verifiable facts, data and other matrices, Governor Obi’s boast: “To improve the revenue of his government via massive improvement in Internally Generated Revenue (IGR)” is a massive flop as evidenced by the states over dependence on federal allocation. Again no publication anywhere to date has shown any increase in IGR. A visit to the states slapdash website under the caption “Summary of Achievements” attests to this fact.

Rudimentary trading and not sound education has been Governor Obi’s stock in trade so his swank on: “Restoring quality and functional education across board” was a mere paper exercise for a visit to his old school, Christ the King College (CKC), Onitsha and other schools in the state such as Boys High School, Nnobi, Community Secondary School, Obosi, Girls Secondary School, Ukpor to name a few, show a failed education system in Anambra state.

The Anambra State University of Science and Technology, Uli is a laughing stock to say the least. The vice chancellor was in the news some months ago pleading for money to buy a generator; to provide electricity for a university of science and technology. How can science and technology be taught without electricity? Yet Governor Obi’s administration is spending millions of naira building sports complexes, stock exchange buildings and other white elephants. Nwafor Orizu College of Education, Nsugbe is not even accessible by road, more especially during the raining season. But most importantly, Governor Obi during his campaign, vowed to educate his children in the state should he be voted to power: to show his commitment in restoring quality and functional education. The education that is good for his children. Today his children are been educated in the UK whilst ‘other people’s children’ are being educated in his failed schools, what hypocrisy?

Another swank of Governor Obi in that blueprint of his was: Institution of overseas scholarship for indigenes of the state to study medicine, engineering and financial management and recruitment of Chinese farmers (within 3 months from April 2006) to kick-start the state’s cassava revolution. To date no indigene of the state has been awarded the said scholarship and there are no Chinese farmers anywhere in Anambra state kick starting his cassava revolution. The only Chinese in the state are his fellow traders found in Onitsha main market and Nkwo Nnewi trading in contrabands and fake products imported from China and to the detriment of sustainable employment by the indigenes of the state due to lack suitable industries to employ them.

Governor Obi’s promise in his blueprint: “To provide indigenes of the state portable drinking water this 21st Century” via construction of bore holes in 44 towns across the state yearly and rehabilitation of water schemes in Onitsha, Awka and Nnewi are in shambles. He has failed woefully to deliver on this promise. Taps in Onitsha, Awka and Nnewi are still dry, whilst the promised bore holes that should have been sunk in all the towns by now are nowhere to be found. Again readers are invited to visit the states website under Projects to verify this fact besides the situation on the ground. My hometown, Ukpor, a local government headquarters cannot boast of any Governor Obi sunk borehole despite huge amount of federal revenue allocated to the local government that Governor Obi has failed to account for despite repeated calls by my people. Democracy indeed.

He has reneged on his pledge in the said blueprint: “To clean up, reconstruct and urbanise Onitsha, Awka and Nnewi via establishment of Urban Development Councils (UDC).” Firstly the UDC’s has not been established and secondly the principal towns of Onitsha, Awka and Nnewi remain an eyesore. Infact Onitsha is in a position to vie for the dirtiest and most disorganised town in Nigeria whilst Awka remains the most under developed state capital in Nigeria. Nnewi fares no better – please visit Bank Road, Nnewi amongst other roads in the town.

In the said blueprint, Governor Obi promised to: “Ensure the establishment of twenty industries before March 2010. This is one of the reasons that in my rejoinder to his blueprint, I described the contents of the blueprint as “Borne out of analogue reasoning in a digital age.” For this pledge is impossible. To date he has not established a single industry and March 2010 is around the corner.

The buildings and infrastructure destroyed by the Andy Uba sponsored November 10-12, 2004 mayhem that Governor Obi promised to reconstruct by May 2007 are still as they are: destroyed.

From the above analysis of Governor Obi’s blueprint, it is quite obvious that his government has failed irrespective of the rhetoric’s his PR machinery spews out daily. The situation on the ground speaks for itself. His, is a failed government, period. The indigenes of Anambra state deserve better come the next four years. That better is not Governor Peter Obi.

We the enlightened know that Peter Obi is a Biafra agenda in disguise championed by the media, just imagine a waiver candidate wants to be President of the Federal Republic of Nigeria, he is not even a member of the Labor Party? A political mercenary, with no Labor Party structure.

Hence the waiver for the purchase of the presidential ticket, those ipobians turned oblivious Obidients think others are as clueless & politically ignorant as they are?

Achievements of Mr Peter Obi

Anambra was the first State to commence Sub-Sovereign Wealth savings, the first of its kind in Sub-Saharan Africa. At a time many other Governors were leaving huge debts, I left the equivalent of $500 million Dollars in investment as well as local and foreign currency, including $156 million in Dollar-denominated bonds.

For the first time in the history of Anambra State, Ambassadors and High Commissioners of notable countries such as United States, Britain, Russia, European Union, South Africa, Belgium, Israel, the Netherlands, Canada, among others, visited the State. Before my tenure, Anambra was practically a pariah state blacklisted by the Diplomatic Corps and international development partners.

Development partners such as UNDP, UNICEF, the World Bank, DFID, the European Union etc., which hitherto were not in Anambra State started working with the State. Anambra was consistently adjudged one of the best states in development partnership and commitment to reforms for good governance.

He was recognised as Best Governor by the Millennium Development Goals Office (OSSAP-MDGs) and the UNDP in the implementation of their programmes in Nigeria.

SABMiller initiative and were all supported and encouraged under our Government; a good example is INNOSON Motor Manufacturing Company, from which our government bought more than 1,000 vehicles.

Anambra State for the first time started close collaboration with recognized government security agencies (the Police, Army, Navy, Department of State Security, Civil Defence, among others), offering them various types of support including provision of more than 500 security vehicles. The improvement in security was phenomenal, such that the former IG of Police (Abubakar Mohammed) lauded Anambra State for not witnessing any bank robbery in my last three years in office.
To further enhance security, Anambra State provided at least one security vehicle to each of all the 177 communities in the State as well as various organizations such as markets and Churches.

His Administration conceived and built, from scratch, the first state-owned Teaching Hospital, Chukwuemeka Odumegwu-Ojukwu teaching Hospital, Awka.

His Government commenced the planned development of the Igbariam Campus of the ChukwuemekaOdumegwu-Ojukwu University, including the fencing, construction of internal roads, electrification, construction of the Faculty of Law, Auditorium, Administrative Block, Faculty of Agriculture, Management Building, among others).

His Government attracted the World Bank support on erosion – National Erosion and Watershed Management Project (NEWMAP) – to Anambra State.

His Government was the first to do Poverty Mapping in Nigeria, as a guide for the effective implementation of our poverty-alleviation strategies.

His Government, for the first time, undertook the aerial mapping of Awka as well as the production of Structure Plans for Awka Capital Territory, Onitsha and Nnewi.
During his tenure and with his Government’s support, Anambra State became an oil producing State.

He built the first Secretariat Complex to house State Government Ministries that were hitherto scattered around the State.
His government commenced the development of the ‘Three Arms Zone’ comprising Government House/Governor’s Lodge, Legislative Building/Speakers Residence, and Judiciary Building with Chief Judge’s Residence.
By the end of his tenure in 2014, more than twelve (12) health institutions, including two hospitals, had secured accreditation; when we took off in 2006, no health institution in Anambra State was duly accredited.
Anambra State was the first to undergo national peer review, which scrutinised State Governments for good governance, through the State Peer Review Mechanism (SPRM), an initiative of the Nigerian Governors’ Forum in collaboration with the DFID.

He's a one man show na, unfortunately many don't seem to know this. His philosophy is I will do it myself, if I do it my way everybody will do it. Quite odd.

If Soludo a sitting governor of Anambra has all these to say regarding the calamity of Obi's governance, what then should we add.
