yes you can
all you need is a web browser e.g chrome, firefox etc and a code editor app e.g droidedit, spck etc

you can also download awebserver app if you want to use php

My brother, i will advice you to struggle and get a laptop. you can not do anything reasonable with building a website with a phone, do the maths yourself and thank me later.
