‘BVAS hitches, missing voter names’ — Yiaga Africa releases findings on mock accreditation

Yiaga Africa, a civil society organisation (CSO), has published its findings on the mock accreditation exercise recently conducted by the Independent National Electoral Commission (INEC).

On February 4, INEC conducted the mock accreditation in parts of the country.

In its report, YIAGA highlighted its observations on the use of the bimodal voter accreditation system (BVAS) devices, uploading of result sheets to the viewing portal, presence of security operatives and party agents, voter turnout, as well as the issue of missing names on the voters’ register.

At least four polling officials were present in the polling units where the mock exercise held with an average of one female official. Security personnel were also present in 82% of the polling units,” the report reads in part.

Party agents for APC were present in 61% of polling units, party agents for PDP were present in 56% of polling units, party agents for LP were present in 22% of polling units, NNPP party agents in 13% of polling units, SDP party agents in 9% of polling units and party agents for APGA in 8% of polling units.

In 98% of polling units, the BVAS functioned properly. However, in 2% of polling units, the BVAS malfunctioned, and it was fixed. For instance, the BVAS malfunctioned in Zinaria International Sch, Mararaba PU (25-04-11-111) in Karu ward of Karu LGA in Nasarawa, Tsamiyan Gwamna PU (08-04-01-007) in Balbaya ward of Bayo LGA in Borno, Sarkin Noma, GDSS Dakka PU (34-02-09-007) of Gang Dole ward in Bali LGA, Taraba and S/Gari Jaka Mai Famfo/Kofar PU (36-08-06-007) of Kungurki ward in Kaura Nomoda LGA Zamfara. The malfunctioning of the device did not significantly disrupt the process.

Yiaga Africa observers reported cases of missing names of the voter register. In 11% of polling units, voters whose names were not on the register of voters and the BVAS were denied accreditation.

55% of observers indicated they were very satisfied with the conduct of the mock exercise, 40% of observers reported they were satisfied and, 4% of observers indicated they were not satisfied with the conduct of the mock accreditation exercise.

Of the 36 states and the FCT, only 15 states uploaded data on the IReV during the mock accreditation. The states include Abia, Adamawa, Akwa-Ibom, Anambra, Bayelsa, Ebonyi, Edo, Ekiti, Gombe, Ondo, Rivers, Plateau, Oyo, Taraba and Sokoto.

“Yiaga Africa observed discrepancies in the total number of accredited voters uploaded by the BVAS and the total number of accredited voters recorded on the mock result sheets.”

In its recommendations, Yiaga Africa asked INEC to make its report on the BVAS testing public; notify voters via text message, emails or phone calls on migration of polling units; proper education of electoral officials on recording results to avoid discrepancies; and for INEC to ensure that all BVAS devices are in top condition before deployment for the general election.

INEC should sit up

Only 82 Polling units uploaded the total number of accredited voters on the BVAS, to the IReV portal. All the 15 states that uploaded mock result sheets on the IReV also transmitted accreditation data except Oyo, Plateau, Edo and Ebonyi states. Of the 94 result sheets uploaded, only 16 result sheets were clear and readable.

Which one is "very satisfied" and "satisfied" again?
Why not say 95% of observers are satisfied with the conduct.

There's no such thing as perfect election, even US is still struggling with d conduct of elections.
Democracy must be preserved at all cost, whoever wins we move on, Nigerians have made their choice!

Getting the malfunctioning BVAS fixed is a good news...why is the headline somehow appears to be raising false alarm

How is this a news If your name is not on voter register of a particular polling unit, what are you doing at that polling unit in the first instance Then, the fact you are not on the register, BVAS will automatically not accredit you. This is what is known and expected...Why is Yiaga Africa reporting this as a story

Must we make everything look as if INEC is not ready or why are we interested in creating tension around this election, by giving alarming headlines, even when your reports is showing INEC is ready

The BVAS is a wonderful improvement from what we had before where incident form are used to manipulate actual number of voters and palm kernel shells were used as thumb print.

Let's appreciate this landmark progress INEC have made, hopefully by next election circle, there will be no need for voters card.

Blockchain technology and remote voting can always be explored, it can only get better.

Who ever wins in 13days time, we must accept the results and move on. Obi presidency is in the best interest of all Nigerians.

This is been managed. The truth is we had agents in all the 170k units across the country. However, just like the challenge of every new political party, it took time to get these names and when we wanted to upload them, the INEC server was done.

Unfortunately, we couldnt upload till the timeline elapsed.

we are dealing with it in two ways.

1. We have gone to court to get an injuction compeling INEC to accept the list. LP did this for substituted names and won. We believe we will succed.

2. There is a plan B which i wont disclose here now

You know i always admit when we are wrong.

I was in constant communication with Oseloka who was personally managing the process. The list was ready for upload about 72 hours to the deadline but we couldnt upload.

We will get pass this.

As for winning, we are the underdogs no doubt but our chances are better than BAT.

The biggest threat to our victory is Atiku who has taken advantage of the senseless war between LP and APC and now has almos the entire North West in his kitty

If you couldn't upload 3 days to the deadline,then it is your fault.if you had uploaded and it didnt tarnsmit,then over to inec.you guys should have sent to inec a hardcopy before the deadline as proof in case of litigation...
Atiku has not taken over anywhere.obi is even threatening him in Adamawa.in the nw,atiku is only sure of sokoto.he has lost out in kebbi,zamfara,kad and kano.he might win jigawa and katsina if he applies more pressure...
Tinubu has more chances than obi.tinubu and apc has presence all over nigeria including ss and se.but obi and labour do not have presence in zamfara,sokoto,katsina,borno,yobe.tinubu can get 20,000 in anambra but obi can get 5000 in zamfara
