What urchines have failed to understand is that the CBN was never part of the suit. The people that went to court took the federal government to court and that has nothing to do with the CBN.
And for those who insist on spending the old Naira. There a few states government who are using force to make people use the currency. Eg Kaduna and Kogi and Kano( they all the the kkk states) you can relocate to one of those states and spend your naira freely but if you must deposit the money to the bank, you must take it straight to the CBN and fill out a form and from there the CBN can make their findings why you delayed.

Oga take your old money to CBN and change them to the redesigned new notes...
