It is kind of what I suspect NDLEA does. It was the police that enticed them to commit the offense then turn around to arrest them. If the officers where not offering a ride, they probably would have thought of breaking the law. If you take bike from iyana Iba to mile 2, along the road their is a spot that police will stop bike man and collect 1000 from them to avoid arrest.

I wonder how to report this or whoes attention should be drawn.
Along akowonjo road, the second round about precisely opposite oando petrol station, at night you see rough looking young men carrying long sticks, pipes and iron rods. Approximately 10-15 of them. Their target seems to be the lorries and trailers plying that road at night. They seem to harras them for money. Most times you meet that road blocked where those boys have stopped trailers under the threat of smashing their windsreen with the sticks they carry.
The issue is how can this be happening and no law enforcement has stopped them? Or is what they are doing legal?
