Can a man with one testes pregnant a woman and how can he make the second one that is not growing to grow?

Yes, a man with one testicle can impregnate a woman, in the absence of any other medical or psychological factor.

The one that's smaller is not likely going to grow again, if it's already atrophic.

All you need to do is to monitor it regularly as it can give rise to a tumour/cancer.

It happens as a result of appendix right from infant and adequate attention was not giving. But how can it cause cancer

Yes, a man has one testicle to make a woman pregnant. It is possible, but that man testes should be healthy and well.

Did you mean to say it happened after an appendix surgery in infancy?

Testicular atrophy is recognized as a risk factor for testicular cancer, as it gives rise to abnormal cells, from which cancerous cells could eventually arise.

Note that this doesn't happen in all situations.

There was not surgery even till now, but there's appendix that do come out sometime pains for stomach
