Please lawyer in the house, is it advisable to move into a new apartment before signing the agreement or after?

Moving into a new apartment without signing any agreement, does it favour the Landlord or the tenant.

What does Nigerian law denote.

What in the case the landlord refuse to prepare any tenancy agreement?
