They are people(native doctors) who do remove such charms. The charm literally called "sending pins"(I translated the name to English). I also heard that most of the time, they are the ones that usually send those charms to their victims. So that they will have no choice to patronize one of them(the native doctors responsible for removing the charms)

The summary of all these, is that those charms exist, whether we choose to believe it or not.
