BUT, you have to only transact in USD and you MUST have a visa card i.e. an A. T. M card that is linked to your domiciliary account.

So this is NOT just about PayPal.
it involves you opening a domiciliary account, request for a card on it, then use the card to open your PayPal.

ok, Nigerian, Ghana paypal does not do that, it is for paying online HOWEVER, you can create lesotho paypal(tutorials are on youtube) OR you can receive payment through someone who has a working INTERNATIONAL paypal and give them a commission.

Do not buy any account as your funds might be hold forever.
