This is not necessarily true. Cosmopolitan areas all over the world usually vote differently due to many factors. The voting pattern of New York in the US is different from New Hampshire. Similarly, the voting pattern in London will definitely differ from Lancashire.

Voting pattern in a city depend significantly on the demography of that city. The ethnic composition in Abuja is different from Sokoto.
