The full report: https:///aIZhqh7JBO (PDF) - 130 pages

I will upload screenshots. On page ten (10) he calls the non-hausa, non-fulani, non-kanuri Northern Tribes, "lawless pagans whose past time is kidnapping." grin grin

Lugard later died without children. His wife is reported on Wikipedia to have coined the name Nigeria.
He could have joined Nigeria by joining only the Christian belt with the Southern Protectorate and forming another country out of the North (Gideon Orkar 1990 plan), but he refused.
