NNPCL is now aggressively renovating and repairing their refineries....and also the reason why they did not work? Subsidy. Subsidy prevents refineries from making something called profit.

I confirmed the nnpc repairing their refineriew from someone i know who is working for one of the companies involved( recent phone call chat. Guy also said work has been ongoing for a year)

Also since subsidy is going meaning domestic refining would be more profitable it makes sense that NNPC would get serious.
