It simply means a winner must have 25% in 24States of the federation. It could be 25% in 23 States plus 25% in FCT or 25% in any 24 states without 25% in FCT. Either way, it is still correct. That is not the point. We are talking about Supreme court interpretation. It is clear as daylight.

The case was not about 25% but that Buhari won Abuja. OBJ did not. The interpretation was that OBJ did not need to win Abuja but he must have 25%.
