The allocation given to them is meagre, compared to their expenses in terms of security & control of environmental degradation due to massive oil spillage.
Their very high population is also another thing you have to factor in.
The allocation isn't enough to provide enough basic amenities for such a high population.
Remember that they also have to pay salaries to higher population of workers in the state.
Over the years, their govt has done a lot in order to manage what they are given

I'm from Delta state, I grew up in asaba all my life. Bro I can tell you 100% that okowa didn't do shit in asaba. We talk okowa is going to do better than udoahan, but we regretted because he didn't even do shit. His church saint Patrick is not far from where I stay before moving down to ezenei, bro if na to donate for church, he's number 1 so ppl won't say he's stingy to the lord, but aside that oyo. My dad retired under okowas regime, level 15 and yet no gratuity, till now them still dy fight am. My mum still retired under okowas, still nothing. No good education (majority of government owned schools are beyond redemption) if private organization didn't fix or repaint it, oyo. Hospital nko, look at okwe and fmc, if you don't have money you will die there, nothing like government free healthcare again. Let's no talk about the roads, electricity and other basic needs, because na citizens they do that one themselves. The idiot thinks building flyover will make the people rejoice and romance him, fooool. No wonder him and atiku failed woefully.

Let me pick your argument apart:
1. You grew up in Asaba: everyone i know that grew/live in Asaba says that Asaba have witnessed tremendous changes these past 8yrs.. except you. At least i personally know that B4 Okowa, asaba had no good roads (especially inner roads), drainage (not even gutters in d entire city, save a small gutter front of DTHA), even the much hated Mrakpor agency gave a city better aesthetics. Nobody who grew up in Asaba during Ibori/Uduaghan time will say Asaba didn't get a facelift under Okowa.
2. Schools?? Haba, So you prefer the Delay Anyway campus (abi boarding house) to the Dennis Osadebey University Okowa brought abi? Haba.
3. HOSPITALS; Asaba didn't have any state tertiary healthcare facility for 16yrs. It took an Okowa to launch the Asaba Specialist Hospital in Okpanam... Instead of acknowledging it, you're blaming FMC(federal) decay on Okowa.
4. Roads?? Electricity? Even when Okowa copied Obaseki & Lagos govt to set-up an IPP in Asaba?

Obviously you hate him, but that doesn't mean resorting to outright propaganda is the way forward. Na we still get Delta; acknowledge the good & condemn the bad.

I personally think that all the governors from @1999 have been average. No one was exceptional, but they each did something commendable at least but none was exceptional
