NNPC is fixing price for "its" own imported products, not for the general market. But as the official government regulator, whatever price it fixes is considered as the benchmark for other importers/marketers to decide their own pricing templates.
NNPCL is not the govt regulator. It is NMDPRA. NNPCL is just like chevron or Total at least on paper.
It either means that NNPCL is still the sole importer or the marketers and NNPCL at in cahoots as per fuel pricing.

I am very conversant with the Nigerian Midstream and Downstream Petroleum Regulatory Agency, which happens to be the parent body of PPPRA, DPR and PEFMB. However, the regulatory role of the NNPCL as I earlier implied, isn't within the prism with which you've understood it. Maybe my choice of words was the problem.

In the eyes of the government and International communities, the NNPCL is the "measurement scale" used to calibrate pricing modules from the upstream all the way to the downstream. Despite the monumental fraud that dogs the the body, the outcome of the business done by NNPCL informs the schematic with which independent marketers are expected to work with, even in an entirely deregulated oil industry. So, if NNPCL goes out there and buys refined petrol from Venezuela (for instance), whatever pump price they put up after all considerations, is expectedly the benchmark for others to decide their own prices. Of course, being independent marketers, they don't easily access forex like NNPCL does, so their prices will be slightly higher. But where the NMDPRA comes in, is if A. A. Rano decides to set his pump price at 750 naira while NNPCL is selling at 617, within the same state or region. With a price difference of over 130 naira, someone is definitely going to have some explaining to do.

I think you're describing the old unregulated format. In the new format, NNPCL is not the sole supplier. There are others (who obtained import license) who import and are at liberty to set their preferred depot price regardless of what NNPCL sets for itself. NNPCL benchmark should only affect those who take products from its depot if the system is working as expected. Others will have their prices adjusted to that of their suppliers as well. For example, in some areas where NNPCL is selling at 617 in the North, AA Rano is selling at 615 which is below NNPCL price.
If independent marketers are waiting for NNPCL before they decide the new pump price, it is an abuse of the system and implies they have become a cartel in cahoots with NNPCL to determine price across board. That kills competition automatically.
