Germany and Japan wouldn't even dream of waging war with Russia, the German defeat during "Operation Barbarossa" still have a psychological impact on the German military till this day. Japan on the other hand would never want to contend against any nation with nuke, being the only country that have experienced the used of such weapons on their citizens.

First of all, we are taking about paper bear,"Russia " not the Soviet union .
Also just for emphasis sake, no military in the world could revival the Nazis Germany during world war 2, they were basically fighting the entire world at that time, with only fascist Italy and Hungary as allies in Europe and pacifist imperialist Japan as allies in Asia.
