According to Wikipedia, victim mentality is an acquired personality trait in which a person tends to recognize or consider themselves a victim of the negative actions of others, and to behave as if this were the case in the face of contrary evidence of such circumstances.

Victim mentality depends on clear thought processes and attribution. In some cases, those with a victim mentality have in fact been the victim of wrongdoing by others or have otherwise suffered misfortune through no fault of their own. However, such misfortune does not necessarily imply that one will respond by developing a pervasive and universal victim mentality where one frequently or constantly perceives oneself to be a victim.

Accorsing to WebMD, we all have our ups and downs in life. Bad things might happen to you or people you know on a daily basis. But there are some people who claim it is never their fault. They argue that they have no control over the tough situations and problems they encounter. It is simply always happening to them.

Victimhood can become a part of a person's identity, but it is a learned behavior and can be changed. It often evolves as a defense mechanism to cope with adverse life events.
People who constantly blame other people or situations for the events in their lives have a victim mentality.

"It’s not my fault." Someone who acts from a place of victimhood claims things that happen to them are the fault of someone or something other than themselves. It might be the fault of their partner, family, co-worker, friend, or "the way the world is." They frequently complain about the bad things that happen in their lives. They are reluctant to take personal responsibility, asserting that the circumstances aren’t in their control.

Some reasons and benefits to why people play the victim;
1. They don't have to take responsibility or be held accountable.
2. They get sympathy and access to favours.
3. They don't get to be subjected to the same conditions or pressures of others.

Recovery

1. Acknowledge the issue and allow yourself to seek help and healing.
2. Start taking responsibility.
3 Educate yourself to know the Truth and how to overcome your challenges appropriately.
4. Surround yourself with people who take responsibility and are succeeding. Avoid people with victim mentality.
5. Give yourself time to properly heal.
