It's not by oral testimony that a person is confirmed by a university that the person studied so so and so course in the university. It's by degree certificate. Academic transcripts are needed by a new university where one is seeking to enrol for further studies, or by other specific organisations who need academic transcripts of an applicant in addition to the applicant's certificate.
