A friend of mine graduated from secondary school 2016.

But can't get her school transcripts. Too far away from the school she attended.

Now she wants to apply for undergraduate admissions into universities in USA or Canada to study computer science or software engineering

Does anyone know of any university in US or Canada he can apply without his transcript just using her WAEC result.

Or is there other ways she can still apply to schools in USA or Canada without her secondary school transcripts?

Community colleges maybe. Most four years universities will want to see your full high school transcript(at least SS1-SS3)

She called the school. Said it will take them a long time to sort things out

You can travel to USA or Canada but you can't travel to where your transcript is, dey play.
