The Niger Delta region's struggle for resource control initially revolved around institutions like the Niger Delta Development Commission (NDDC) and the Niger Delta Ministry. This movement led to the establishment of the Federal Government Presidential Amnesty program, designed to be overseen by a Senior Adviser to the Presidency. Its primary aim was to rehabilitate the disaffected youth, men, and women from the core Niger Delta states through education, skill acquisition programs, empowerment, and employment opportunities, both locally and abroad.

Unfortunately, the objectives of this program have been undermined by the current administration, which appears to be influenced by certain vested interests, neglecting the original purpose and ethics of the Presidential Amnesty program. Instead of focusing on rehabilitation, it seems that some individuals within the administration are using it for personal gain, straying from its intended mission.

People have remained silent, accepting the notion that this situation will eventually change, but this passivity is not conducive to progress. It's important to remember that "protest" is a fundamental aspect of democracy, especially in developing nations, as it serves to assert the principles of justice and equality for all.

Therefore, I would like to call upon His Excellency, President Alh Ahmed Tinubu, the President of the Federal Republic of Nigeria, to take immediate action by terminating the appointment of Major General Ndiomu who incompetency is a breeding ground for restiveness in the region as his tenure has not only elapsed but the General has ran out of ideas to re-integrate these ex-militants. This action is necessary to quell further unrest and appoint a capable individual from Delta states since Delta being the state that has suffered most during the restiveness is yet to get some one to head the reverend position, some one who can effectively manage the program in line with its original purpose, as well as align with Mr. President's agenda for national peace, security, and citizen welfare.

In conclusion, we believe that President Alh Ahmed Tinubu, with his well-documented goodwill towards the Niger Delta region, will consider this memorandum with a favorable response. His visit to Oporoza during the 2023 general election campaign and the honor of a chieftaincy title bestowed upon him by the Izons are testament to the strong bond he shares with the region.
