In short, Ukraine is MORE powerful than over a 100 countries in the world including Germany and Israel.

Those nuclear weapons being located in Ukraine before the break up of the USSR doesn't equate to Ukraine inheriting them, and as proof, they were handed back to the Russian federation which actually inherited all the USSR nukes from every corner of the USSR, not just Ukraine.

Russia, Ukraine, Belarus and other countries inherited nuclear weapons. US and Russia approach them to surrender it. Besides, the weapons were useless for them because the control centers are exclusively in Russia. So they either surrender and dismantle or have to build their own control centers, but they all were broke after the breakup, even US paid them aids some countries to dismantle it.
