Focus on retrieving your travel passports . Let someone call her ...either you or law enforcement agency or one of her family and tell her to go and drop your travel passports in any location or spot of her choice that you will go and pick it there . Don't threaten her , let her realise that it's the passport you need . After retrieving your passports then you may take further action.
