Get a bricklayer around the site, the one that has been working for like 10 years, ask him how many blocks can make a room and parlor boys quarter and how many loads of sand and cement that will make that if you want to make the blocks by yourself which will be stronger than the one you will buy outside.

Ask for the fees of the labour, ask for the cost of soft sand, cement snd the amount to plaster it.

Get a carpenter and ask for estimate of the roofing.
You can get this information from 2 or 3 persons to compare their estimate.
Don't forget soakaway.

On an average considering the high cost of building materials, it wouldn't.

Let's be practical. You'll need between 100-150 bags of cement for that building. (Depending on the size of the land) with the retail price of cement at 5k, when multiplied by 150 would give you 750k.

You would also need between 2000-2500 blocks.

You would need at least 8 trips of sand and 3 trips of gravel. In total.

You would need rods, tie rods, wooden panels used to contain the concrete until it dries for your pillars.

Then wood and roofing sheets, POP for your celling, tiles for the rooms, bathroom and kitchen, wiring and lighting, digging of soak away, fixing of WC toilet, fixing of kitchen necessities...etc.

If you're to bring up a rough cost with labour inclusive, believe me it would exceed your budget of 2.5m. Most especially if you're building it in town and want it to have a township look.

Two trips of sand would not mould 1,300 blocks, cover his foundation, chock the blocks and plaster the walls.

You didn't add gravel which he would definitely need to cover the foundation, lintel, pillars and covering of the soak away.

You didn't add the cost of the interior of the house.

Just tell him the truth that 2.5m wouldn't finish the job.
