The best way to tackle insecurity is by devolution.

In developed countries for example, each state have its own police.

First, open grazing must be outlawed! Such barbaric practise has no place in this century.

Secondly, every state must have its own indigenous state forest guards. It's a must which is non negotiable!

Thirdly, there's a need for state police/regional police.

Fourthly, make it mandatory for every citizen to have 1 year military experience like the Asians.
