The president needs to relieve all failing security chiefs of their duties for failing Nigeria.
Ribabu appears to be clueless and has to go, no sentiments here. All the service chiefs have to go also.

My suggestions are as follows:
Short-term measures:
1. Replace all failing service chiefs
2. Summon all brigade commanders to a crucial security meeting
3. Mandate all brigade commanders to flush all forests within their catchment areas of notorious dwellers. They should deploy troops for that within 90 days and handover to Nigeria Police
4. Make all Police conmissioners accountable for kidnapping, armed robbery and the likes
Accountability is MISSING in our dictionary as a nation.
5. Mandate ALL BUSINESSES and Petrol stations, no matter how remote to install CCTV cameras and ensure they are available for Police intellegence use wgmhen needed.

Long-term
1. Strengthen the Civil Defence Corp to act as State Police status and first surveillance structure under Nigeria Police.
2. Recruit and train anti-robbery and kidnapping force. Members should be remunerated well above regular police officers. Not in the sense of defunct SARS, but professional teams. If we need experts to help, so be it
3 Strengthen our laws to make armed robbery and kidnapping punishable by death penalty
4. Remove all security votes from state government budgets.
4. Use security cites to strengthen the civil defence corps.

The military operates via a chain of command.

Command stems from the top down to the rank and files.

Meeting with brigade commanders when the army chief is there is belittling the office.

The president does not have a say on how states expend or dispense their allocations.

Concerning ONSA, I agree that a non military person can not really function optimally in that office.
Ribadu isn't the perfect fit for that office.
